Operational Context
Nature of the position
The NOB Assoc. Supply Officer leads a small and very capable team of Supply staff. S/he coordinates closely with other members of UNHCR Greece in the field and in CO Athens and is called upon to consistently demonstrate managerial skills, strong empathy for field and at times emergency needs, and an understanding of prioritization of work amongst many competing interests and high pressure situations. The colleague travels often to field locations and also must liaise with, interpret and provide guidance on HQ/Bureau-level guidance. Previous experience in the EU context and with a complicated procurement processing (including VAT issues, but also related impact on logistics) is a must. The colleague will be expected to frequently brief the Senior Managers on the situation and needs and should be able to provide a concise and sufficiently detailed brief which translates to non-Supply senior managers so as to feed strategic decisionmaking. Fluency in English and Greek are essential.
Candidate should demonstrate maturity and be a team player in an operation which has multiple field and country office-based needs. Ability to coordinate and engage well with peers, field teams, and senior management is needed, as well as from time to time with HQ colleagues and external actors, such as government authorities, partners and relevant actors to Supply. Position requires travel to field locations, at times with little notice.
Living and Working Conditions
Greece has been one of the main entry points of refugees wishing to reach the EU. UNHCR has supported - and will continue doing so - the Government, which leads the refugee response working closely with the EU, state and municipal actors, UN agencies, international and local NGOs, refugees, local communities. While Greece is still considered a transit country, it has also become a country of asylum. UNHCR estimates that some 70,000-80,000 refugees, including those with subsidiary and temporary protection status, are currently living in Greece, in addition to some 30,000 asylum-seekers. While most refugees and asylum-seekers are in the mainland, living in and outside camps, there are currently over 4,500 in the islands. The large majority of the latter live in camps. UNHCR Greece is focused on a protection-driven approach around two pillars: 1.access to international protection and 2.durable solutions with a focus on integration. UNHCR uses a mix of operational engagement, CB protection efforts, expert advice provision to the Government, monitoring and improved data collection, targeted interventions and advocacy, aiming to support Greece in fulfilling its obligations to provide protection and solutions to persons in need of international protection. Child protection, prevention of sexual and gender-based violence and sexual exploitation and abuse, and institutional capacity strengthening in these areas will continue to be priority, in line with the Office’s age, gender and diversity mainstreaming approach. In doing so, UNHCR seeks to build on the strengths and capacities of refugees, working together and in consultation with them.
Athens is a family duty station. In accordance with UNDSS security risk assessment, the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
Duties and Qualifications
Organizational Setting and Work Relationships
The Associate Supply Officer supports all activities pertaining to the supply chain function including planning, sourcing, transport, shipping, customs clearance and warehousing management within the Area of Responsibility (AoR). The position may be located at Headquarters (within DESS), in a Regional Bureau or in a Country Office.
The incumbent is normally supervised by the (Senior) Supply Officer or other senior staff with supply oversight function who defines the objectives and provides general guidance. S/he will also refer to UNHCR manuals and relevant policy papers. The incumbent normally supervises some staff and/or AWF.
In Bureaus and country operations s/he maintains regular contacts on working level with other UN agencies, UNHCR Partners, NGOs, government partners and commercial contractors in the area of operation.
S/he will support effective supply chain that enables the office to meet the needs of persons of concerns as well as timely delivery of quality goods and services to persons of concern. Further, the incumbent will assist in the maintenance of a supply chain infrastructure that is robust and flexible enough to accommodate the needs of the operation and that enables timely emergency responses, along with effective partners to support supply activities.
The Associate Supply Officer maintains impartial, ethical and customer-oriented relations with suppliers and Partner organizations; exchanges information with counterparts in other UN agencies, and International Organisations within the limits established by UN /UNHCR Procurements Rules and assists with joint procurement actions if, as and whenever necessary.
The incumbent will support the coordination of the delivery of assistance from the regional warehouse, if applicable. S/he will liaise with SMS staff who manage the Global Stockpiles and who manage the Global Asset and Fleet Management, if and as required and if applicable.
